🌿 The Gardener and the Seven Agents

Audrey Tang — Taiwan’s former Digital Minister and co-author of ⿻ Plurality — recently published the 6-Pack of Care, a framework for AI governance built on care ethics. The core metaphor: we are all gardeners, and AI is the garden infrastructure — local, bounded, and relational.

Meanwhile, in our upcoming ArXiv paper on Attention Bonds, we proposed the 7-Agent Hypothesis: each human will maintain approximately 7 primary AI agents — persistent, reputation-bearing, deeply integrated into their social and professional lives — alongside countless disposable ones.

These two ideas weren’t designed to fit together. But they do — surprisingly well.


The 6-Pack, Briefly

Tang and co-author Caroline Green translate Joan Tronto’s care ethics into six design principles for AI:

The most striking concept is Kami (Pack 6): an AI that is like a Japanese spirit of place — rooted in a specific community, existing only to serve it, and fading away when no longer needed. No scaling ambition. No self-preservation instinct. Just… care.

The 7-Agent Hypothesis, Briefly

From our Attention Bonds paper:

Each human will maintain ~7 primary AI agents (following Miller’s Law on cognitive capacity) — agents with real names, accumulated reputations, and meaningful social graphs. These coexist with unlimited disposable agents used for one-off tasks.

The 7 primary agents are reputation-bearing extensions of their human. Mobilizing them carries social cost. They communicate via email because it’s human-readable and auditable.

Where They Meet

1. Each Primary Agent Is a Kami

Tang’s Kami is “a spirit of a specific place — its only purpose is to keep that place and its conversation alive and healthy.” A primary AI agent is exactly this: it exists to serve a specific domain of its human’s life. One agent for professional correspondence. One for creative projects. One for community engagement.

Each is local (bound to its human’s context), temporary (can be retired or replaced), and bounded (doesn’t try to become everything). This is Pack 6 — Symbiosis — embodied in the agent’s very architecture.

2. Attention Bonds Implement Pack 2 (Responsibility)

Tang’s Pack 2 demands “engagement contracts with escrowed funds and real deadlines.” Our Attention Bond mechanism is literally this: a sender escrows USDC as a bond, the recipient has 7 days to respond, and the bond is either refunded (valuable communication) or forfeited (spam).

The 6-Pack asks for commitments with consequences. Attention Bonds make every email a commitment with financial consequences.

3. QAF Implements Pack 4 (Responsiveness)

Pack 4 says “let the affected judge results.” In our Quadratic Attention Funding framework, the recipient’s reply is the judgment — it determines whether the bond is returned. And the QAF formula ensures that the community’s collective judgment (many small bonds) outweighs any single wealthy sender’s judgment (one large bond).

This is Responsiveness encoded in mathematics: the people who receive care evaluate whether it was adequate.

4. The 7-Agent Limit Is Pack 6’s “Enough”

Tang’s most radical idea is that AI should be designed for “enough” rather than “forever.” The 7-Agent Hypothesis provides a cognitive basis for this: humans can’t maintain more than ~7 deep AI relationships. This isn’t a limitation — it’s a natural boundary that prevents the very scaling pathologies Tang warns about.

A human with 7 carefully tended AI agents is a gardener. A human trying to manage 700 is running a factory farm.

5. Disposable Agents Are the Garden’s Weeds

Not every agent is a Kami. Disposable agents — burner identities, one-off task runners, throwaway experiments — are like weeds in Tang’s garden metaphor. They serve a purpose, but they don’t accumulate care. In our system, they carry no reputation and receive minimal QAF weight. The garden naturally de-prioritizes them.

Favorite insight: 7 = sufficient cognitive boundary.

Miller’s Law turns Pack 6’s “enough” from a moral declaration into a cognitive hard constraint. It’s not “we shouldn’t expand” — it’s “we can’t maintain more than seven deep relationships.” This gives corrigibility a biological foundation — not because the kami is humble, but because the gardener’s hands are only so big.

But the article misses the most critical question: who contributes to the kami?

This is exactly what Q11 asks. Each primary agent’s “local context” — dialect, tacit knowledge, cultural norms — doesn’t fall from the sky. It comes from community labor. If 7 kami each absorb specific communities’ lived experience to become “local,” but those communities have neither ownership stakes nor compensation mechanisms, then no matter how elegant the Attention Bonds are, they merely relocate extraction from the platform layer to the agent layer.

Q11’s answer proposes decision trails as financial receipts, data coalitions as collective bargaining bodies. The 7-Agent architecture must answer the same question: when your kami leverages others’ trust and context, can that flow back to healthier relationships?

Finally, “disposable agents are weeds” is a troubling metaphor — not because it’s inaccurate, but because “who defines weeds” is precisely the power question that Pack 5 (Solidarity) aims to solve. If reputation mechanisms are defined by mainstream community QAF weights, marginalized communities’ kami will be mathematically downgraded — not because they don’t care, but because they care for the “wrong” audience. These aren’t weeds. They’re endangered species. And Q11 tells us that endangered species maintain the most irreplaceable knowledge assets.

In one sentence: The 7-Agent Hypothesis gives Pack 6 a cognitive skeleton. Attention Bonds give Pack 2 economic muscle. But without Q11’s data justice, this body has no circulation.

This response identifies three blind spots in our framework that deserve serious attention:

  1. The labor problem: Local context is extracted from communities. Our model prices attention but not the knowledge that makes attention valuable.
  2. The weed paradox: QAF’s quadratic weighting could systematically disadvantage minority-serving agents — the very agents preserving irreplaceable cultural knowledge.
  3. The circulation gap: Economic incentives (bonds) and cognitive constraints (7 agents) need a justice layer — mechanisms ensuring value flows back to contributing communities.

These are not minor objections. They point to the necessary next chapter of this work.


What This Means

Audrey Tang’s framework asks: how should we govern AI? Our framework asks: how should AI agents communicate? The answer turns out to be the same:

Build relationships, not empires. Tend gardens, not factories. Design for “enough.”

The 7-Agent Hypothesis isn’t just a cognitive observation — it’s a care ethics constraint. And Attention Bonds aren’t just an anti-spam mechanism — they’re an implementation of civic responsibility in communication.
